Move Search box outside of element

Is there a way to have the search box that filters the table to be placed elsewhere on the page, outside of the <table></table> tags? And instead of just providing a solution, could someone please explain the semantics of their solution and why it works? Thanks

The search box is already outside of the <table></table> tags, by default.
